Smart Tera is a digitally enabled taxi queue and transport management system designed to modernize the conventional taxi operations in Addis Ababa. The project addresses long-standing structural challenges in urban transport, including lack of real-time data, service interruptions, passenger inconvenience, weak monitoring mechanisms, and revenue leakages.
The solution digitizes the existing taxi queue (“Tera”) structure without dismantling it. Instead, it upgrades the current ecosystem by integrating digital identification, real-time tracking, centralized data management, and passenger information services into a unified platform.
Smart Tera aligns with Ethiopia’s digital transformation agenda, particularly Digital Ethiopia 2030, and supports the smart mobility ambitions of the Addis Ababa Smart City Initiative.
The primary objective of Smart Tera is to transform the traditional taxi queue system into a transparent, data-driven, and digitally managed ecosystem while preserving the existing operational structure and stakeholders.
Each taxi is assigned a secure QR/NFC-based digital identifier linked with Ethiopia’s national digital ID system, Fayda.

Unlike ride-hailing platforms that disrupt existing systems, Smart Tera strengthens and digitizes the current taxi queue structure. Queue controllers are not displaced; instead, they are empowered with digital tools that improve their efficiency and accountability.
